Actually, that's just Resonance concept art. Already the sprite has changed, and that background was just a sketch never intended to be used in that form.

I'm pretty sure that is the style, but that's just a sketch piece to give an indication of atmosphere. I think finished backgrounds would look much the same, only more clean and detailed.
